Study MBBS Abroad Without NEET UG 2018 – One-Time Exemption

Ministry of Health & Family Welfare hosted a Public Notice on 22nd February 2018, informing the mandatory requirement of qualifying NEET to pursue MBBS Abroad.

Medical Council of India with the prior approval of Ministry vide notification dated 1st March 2018 amended Screening Test Regulations, 2002 and the Eligibility Requirement for Taking Admission in an UG Medical Course in a Foreign Medical Institution Regulations, 2002 for making it mandatory for Indian Students to qualify NEET to pursue foreign medical course. The Result of NEET shall be treated as the Eligibility Certificate for such persons, provided that such persons fulfill the eligibility criteria for admission to the MBBS course prescribed in Regulations on Graduate Medical Education, 1997.

After such amendment in March, a huge number of students from all over India had to face a menace being not eligible to study MBBS abroad and return back to motherland India after degree completion and work as a doctor. Since the amendment, a lot of confusion was there and everyday a new rumour rose due to incomplete clarification by Medical Council of India (MCI) and Ministry of Health & Family Welfare (MoHFW). By the End of July, It became clear that it is mandatory to qualify NEET-UG 2018 to Study MBBS Abroad.

But, a petition was filed in Honourable High Court of Delhi by a group of Petitioners vide Case No. WP(C) No. 8091/2018 Vs. Medical Council of India (MCI) and ARN. Requesting one time exemption for those candidates who weren’t aware of such amendment and hadn’t registered to write NEET UG-2018. The decision is still pending as on today and dated for next hearing on 9th October 2018.

Also, a representation was made by Ministry of Health & Family Welfare (MoHFW) in consultation with Medical Council of India (MCI) vide document No. C.18018/12/2018-MEP at Nirman Bhavan, New Delhi dated 30th August 2018 providing New Instructions for Admission to Study MBBS Abroad for Indian Students.

This representation serves as One-time Exemption from requirement of qualifying NEET for the academic year 2018-19 which may be granted to only those who have not registered for NEET UG-2018 and can provide an undertaking that they had not registered for NEET (UG) 2018, and they need to obtain Eligibility Certificate from the Medical Council of India (MCI) prior to admission/joining the foreign medical institutes. But, it has to be noted that Medical Council of India (MCI) may at its discretion verify from the Central Board of Secondary Education (CBSE) whether such undertaking is genuine or not. In case, the undertaking is found to be false, forged appropriate action as permissible in law, including cancellation of Eligibility Certificate would be taken against such candidates.

This representation serves as a boon to such candidates opening the doors to opportunity to join MBBS course in Foreign Medical Institutions. But all good things come at a price, so does this representation. As a result, added in the representation “There shall be no Exemption from qualifying NEET for the candidates who have appeared in NEET (UG) -2018 but failed to score securely minimum qualifying marks.”

Henceforth, It is last chance for Indian Students who want to Study MBBS Abroad but hadn’t registered for NEET (UG)-2018 as the degree awarded to them after completion of course duration in Foreign Medical Institutions will be valid in India under such representation. Also, It should be noted that they will be allowed to appear in Foreign Medical Graduates Examination (FMGE) or National Exit Test (NEXT) or whatever exam existing at the time of their degree completion.
